IDI provides expert advice, assistance, guidance, and counseling in support of agencies’ management, organizational, and business improvement efforts. IDI also provides studies, analyses, and reports documenting any proposed development, consultative, or implementation efforts.

Decision and Risk Analysis
IDI specializes in applications of decision and risk analysis. IDI analysts help clients clarify options, assess impacts of uncertain events and conditions, calculate expected costs and benefits, and set priorities. IDI develops and applies methods designed to meet leaders’ decision and risk analysis needs while addressing time and information constraints. Three leading methods include: probabilistic risk analysis techniques such as Monte Carlo simulation provide insights into the impacts of interdependent variables and systems; decision trees are a good way to structure and analyze many decision problems; and fault trees are used to understand the risk of a strategy or system failing, and to find the best way to reduce the risk.

Multi-Objective Decision Analysis (MODA)
Many decision problems have more than one objective that must be considered. In source selections and analysis of alternatives, clients must balance objectives that may be in conflict, such as low cost vs. high performance, or near-term fixes vs. long term efficiency. IDI decision analysts help clients build and use multiple objective choice models.
IDI specializes in building MODA models using software such as Logical Decisions for Windows from Logical Decisions, Hiview from Catalyze, Ltd., and Analytica from Lumina, Inc., among others. IDI also develops customized decision tools and decision models using client MS Office applications.
Probabilistic Inference Analysis
Trying to draw conclusions from a large amount and variety of information can be a difficult task. IDI decision analysts help clients build models that use Bayesian Nets, empirical data, and subject matter expertise about the likelihood of evidence occurring under different situations, and then show the probability of each situation given the information. With this information, our analysis help clients discern trends, predict patterns, and make data-informed decisions.
IDI specializes in building probabilistic inference models using software such as Netica from Norsys, Inc., BayesiaLab from Bayesia S.A.S., WEKA from Machine Learning Group at the University of Waikato, and various R modules such as RNetica and BNLearn. IDI also uses an extensive array of machine learning models (e.g., Random Forests, Gradient Boosting Machines, Support Vector Machines, and neural networks) within R and Python.
Process Modeling and Simulation
Government agency stakeholders apply significant pressure on an agency to redesign and optimize its processes and systems. Using continuous or discrete event simulation models, IDI decision analysts help clients visualize and understand exactly how their processes or systems work today, and how to design better ones. Systems dynamics modeling addresses complex system interactions and helps identify high leverage policy alternatives and how their impacts propagate over time. IDI specializes in building discrete simulation models using software such as ExtendSIM from Imagine That, Inc and systems dynamics models using Vensim.
Optimization and Statistical Analysis
Most government agency operations are a constant balance between keeping costs down and meeting mission needs and/or customer requirements. IDI decision analysts help clients optimize their production operations using linear programming, scheduling, and network analysis models.
IDI specializes in building optimization models using software such as Risk Optimizer from Palisades, Inc, Excel Solver from Frontline Systems, and other robust optimization tool add-ins that supplement baseline analytic software packages.
Many organizations are awash in data and looking for ways to optimize its use in tactical, operational, and strategic decision-making. IDI’s expertise in data science and multi-modeling helps organizations make sense of the data they have, use it to develop predictive models of the future, and apply prescriptive analytics methods that identify optimal decisions to achieve future success. IDI integrates advanced analytic tools such as Bayes Nets, Python, R, and Geographic Information Systems with other analytic methods and tools in a multi-modeling analytic process. IDI provides the full spectrum of systems engineering services to customers in the intelligence community, national defense agencies, and commercial firms. These services include creation of operational concepts that incorporate mission requirements, usage scenarios, and the definition of the system boundary; requirements development and derivation; functional and behavioral modeling, analysis of alternatives, tracing requirements to architectural elements and test requirements, and definition of the test system.
IDI expertise in emerging methods such as Set-Based Design, Design Thinking, and System of Systems engineering enables client organizations to adopt the cutting-edge systems engineering methods that best suit their needs.
Facilitation and related decision support services benefit agencies engaging in collaborative efforts, working groups, or integrated product, process, or self-directed teams. Skilled facilitators are required to help clients develop a focused agenda, foster understanding and buy-in among participants, and maximize the impact of client’s limited time by keeping the group on task, driving towards the meeting’s objective. IDI trains its consultants in facilitation and interweaves this critical skill into all IDI consulting efforts; understanding organizational objectives and project expectations always requires dialogue and interaction among multiple stakeholders to clearly define objectives and measures of success at the beginning of each project, with refinements and clarification at intermediate milestones.
Strategic Planning Off-Sites/Decision Conferences
IDI makes extensive use of facilitated strategic planning conference methods and tools for strategic planning in an organization. Similar to systems acquisition and systems engineering methods applying Value-Focused Thinking philosophy, IDI engages key stakeholders in interactive activities to 1) identify organizational objectives and constraints, 2) develop creative alternatives for achieving the organizational objectives, 3) assess the strengths and weaknesses of the alternatives, 4) improve the alternatives, and 5) develop consensus on the most compelling alternatives to pursue. IDI designs the events to the time and location constraints of the participants. IDI designs highly impactful 1-3 day events, even under compressed time schedules and can provide a full complement of services for multi-day events paced over many weeks.
With consideration for organizational culture and physical limits of time and distance, IDI integrates software tools, physical activities, and visualization methods to create a fun and impactful event that helps launch and invigorate strategic efforts.

IDI provides a wide range of program and project management support services to include development of requirements, project team formation and meeting facilitation, project planning, scheduling, performance metrics development and tracking, and documentation and project close out.
IDI consultants ensure that an agency and its stakeholders understand the purpose of and buy in to the goals of a proposed project. IDI uses facilitated group processes (e.g., decision conferences described above) to explore the problems and agency’s needs that initiated the project. During this session, a management team will carefully examine the idea for the project to determine its benefits for the organization. During this process, IDI helps the management team understand conditions required for project success and confirm the project has the conditions required to succeed.
Program and Budget Development
Resource allocation decisions usually do not involve an either/or choice among different functions or programs, but rather decisions allocating resources against portfolios of alternatives. IDI decision analysts help clients decide how much of their limited resources to devote to each program or area to get the most “bang for the buck” out of a limited budget.

IDI consultants help project managers develop project plans based on best practices and years of experience. We draft comprehensive project plans, project charters, and/or project scope documents, outlining the work to be performed, roles and responsibilities, and timelines, with consideration for uncertainties and risk, as appropriate. Decision Conferences may be held to begin the broad requirements definition. During this phase, IDI assists the project team to prioritize project tasks, calculate a budget and schedule, and determine what additional resources are needed.
Where considerable uncertainties and interdependencies exist, IDI can apply probabilistic modeling techniques using ExtendSIM, Microsoft Project with Monte Carlo simulation, and Bayesian Networks to help planners assess and mitigate risks to cost, schedule, and performance.
IDI consultants provide support to functional and mission area teams by helping to coordinate schedules, facilitate meetings, and document and distribute draft products and action items. IDI can also build tailored spreadsheet models to support project activities with analysis and to collect and populate the models with data.
IDI’s analytic methods allow for “in-stride” updating and reassessment of future uncertainties to enable near-real time assessment of cost, schedule, and performance risks in light of recent historic execution. With its significant experience, IDI consultants can help government agencies establish performance metrics for a wide range of projects. Project managers often find it difficult to establish metrics for the life cycle of the project. Performance metrics—work outputs and outcomes—are necessary to measure progress toward the project goals. IDI uses a methodology called MODA (described above) to help project managers structure a complete and balanced set of performance metrics. Performance metrics allow project managers to compare project status and progress to the actual plan, as resources perform the scheduled work. IDI consultants assist project managers to adjust schedules or do what is necessary to keep the project on track. IDI’s process enables integration in Balanced Scorecard, Strategy Maps, and Agile Project Management, among other project management methods.
Project Close Out
Project documentation is often neglected by project managers at the end of a project. After project tasks are completed and the project manager has approved the outcome, IDI consultants assist in evaluation and assessment of the project. This is necessary to highlight project success and/or learn from project history. IDI uses advanced surveys techniques and analysis tools to gather information and develop meaningful assessment results and checklists to ensure that all aspects of a project close out are addressed.
