Mr. Doheney is a senior operations research analyst and data scientist with over 20 years of experience in modeling and solving complex problems in dynamic environments. As a certified Project Management Professional and defense acquisition Program Management candidate, he has extensive experience in building and leading multifunctional teams focused on achieving the organization’s tactical, operational, and strategic goals. As a retired Marine Corps Lieutenant Colonel, he is a proven leader and trusted advisor who applies and effectively communicates rigorous, insightful, and actionable analysis resulting in better decisions. His past projects featured data analysis; multi-objective decision analysis; quantitative risk analysis; simulation; and optimization. He has applied these techniques to force development system processes; wargaming; concept-based and capabilities-based assessments; manpower and human resource development processes; and assignment and schedule optimization. His more recent efforts have focused on guiding adoption of analytic methods and optimizing allocation of resources across operational scenarios to inform portfolio funding decisions over a multi-year horizon.
